Contract Scope Statement
from the Draft HUD Information Technology Service (HITS) Statement of Objectives

The Department requires nationwide enterprise-wide information technology services to assist in meeting its responsibilities under Federal legislation and executive orders. It requires information technology, telecommunications and related services to provide an architecture and infrastructure that is stable, reliable and responsive to the needs of HUD and its stakeholders.

The HITS contract is intended to provide, as ordered, the full range of information processing and telecommunications services required to meet HUD's responsibilities under Federal legislation and executive orders. Following a performance-based acquisition approach, the contractor shall furnish the necessary personnel, materials, equipment, software, telecommunications, application software development / maintenance, facilities and related services required to meet or exceed HUD program objectives.

Further, given the pace of change in the information technology and telecommunications marketplace, it is impossible to anticipate how individual HUD requirements will evolve over the life of the contract. HITS must incorporate advances in technology that will allow it to continue to build a HUD IT structure that works better and costs less. Throughout the life of this agreement, the HITS contractor is encouraged to continuously seek ways to incorporate innovative and emerging technologies that in the most economic and efficient manner improves system and mission performance.
