641.201 Policy.

(b) If a contracting officer at an overseas post determines that it is not feasible to obtain utility services by purchase order, blanket purchase agreement, or contract, the contracting officer may pay the utility bill based on evidence of services provided. Such actions must be coordinated with the post Financial Management Officer. “Utility services”, as defined by

FAR 41.101, means a service such as furnishing electricity, natural or manufactured gas, water, sewerage, thermal energy, chilled water, steam, hot water, or high temperature hot water. It does not include telephone or other telecommunication services.

(d) The Procurement Executive is the agency head for the purposes of

FAR 41.201(d)(2)(i) and

FAR 41.201(d)(3).
