5342.490-1 Contract clause

The contracting officershall insert the clause substantially the same as the clause atAFFARS 5352.242-9000 insolicitations and contracts that require contractor personnel to makefrequent visits to or perform work on Air Force installation(s).

5342.490-2 Contract clause

The contracting officer shall insert the clausesubstantially the same as the clause at AFFARS5352.242-9001 in solicitations and contracts that requirecontractor personnel to meet one or both of the following criteria:

(a) Requirelogical access to Department of Defense computer networks and systemsin either the unclassified environment or the classified environmentwhere authorized by governing security directives; and/or

(b) Perform workwhich requires the use of a CAC for installation entry control orphysical access to facilities and buildings.

5342.902 Bankruptcy Procedures

(a) Follow MP5342.902 when notified ofbankruptcy proceedings that affect the Air Force.

SUBPART 5342.15 — CONTRACTOR PERFORMANCE INFORMATION

5342.1503 Procedures

(a) Theacquisition team must use the Contractor Performance AssessmentReporting System (CPARS) to record evaluations of contractorperformance. Guidance on systematically assessing contractorperformance and using past performance information is available inthe Guidance for the ContractorPerformance Assessment Reporting System (CPARS).

(1) Individuals appointed to CPARS roles (Focal Point, AlternateFocal Point, Agency Point of Contact (APOC), Assessing Official,Assessing Official Representative, or Reviewing Official) mustcomplete online instructor-led, automated online, or onsite CPARSprogram office instructor-led training specific to their CPARSrole(s) within 30 days of appointment. Class registration isavailable at https://cpars.gov/lc.htm and a list of classes by role is available at https://www.cpars.gov/lc_role.htm. Copies of each organization s CPARS training certificates must bemaintained by APOCs or Quality Assurance Program Coordinators (QAPC).

(ii) Individuals assigned CPARS roles and responsibilities (FocalPoint, Alternate Focal Point, Agency Point of Contact, AssessingOfficial, Assessing Official Representative, or Reviewing Official)must be removed from those roles and responsibilities and formallyreplaced prior to their departure (PCS, retirement, resignation, orrotation) from the office or position.

(h)(3) APOCs forCPARS and their subordinate focal points are designated as FederalAwardee Performance and Integrity Information System (FAPIIS) FocalPoints to register users and ensure timely and accurate reporting ofrequired contract performance information into the FAPIIS module ofCPARS. Guidance on FAPIIS data reporting is available in the FAPIISUser Manual.
