Typically, one or more of the issues above are the issue. The team monitors all "contact us" messages. We seldom see messages in reference to responsiveness (less than 1 per month). That normally means that responsiveness issues are isolated events.

If you are a member of the public who has a policy or regulation interpretation question, the General Services Administration (GSA) recommends that you contact the contracting officer for the particular solicitation or contract. The contracting officer interprets the FAR for any specific solicitation or contract.

If you are a federal employee seeking guidance on policy or regulation interpretation, GSA recommends that you start with contacting your agency policy office or legal counsel.

GSA is only one of the three agencies that issue the FAR, the other two being the National Aeronautics and Space Administration and the Department of Defense. We do not jointly issue formal opinions on the FAR.
