The Federal Acquisition Regulatory Council has released an update to the FAR Companion as part of the ongoing Revolutionary FAR Overhaul (RFO) Initiative, in accordance with Executive Order 14275 and OMB Memorandum M-25-26.

FAR Companion, Version 3.0 was posted on October 30, 2026. FAR Companion, Version 3.0, includes:

• Embeds a feedback form directly in the FAR Companion;
• Captures best practices for industry engagement across the acquisition lifecycle;
• Adds guidance on non-federal past performance, contractor self-assessments, performance monitoring, and reprocurement to the next highest-rated offeror;
• Includes annotations that cover all RFO smart accelerators and Periodic Table of Acquisition Innovations techniques;
• Moves common acquisition practices into FC 7.102(a) for consistency across buying pathways;
• Clarifies outcome-based contracting as a subset of performance-based acquisition;
• Clarifies use of modular contracting; updates definitions, procedures, and guidance on commercial contracting, including commercial construction contracting;
• Expands guidance on construction and architect-engineer contracting; adds guidance on contract closeout and termination settlements;
• Provides context on non-FAR based authorities such as OT, SCO, and the SBIR/STTR program; and
• Adds relevant program management concepts for improved cross-functional usability; and includes updates to FC parts 5, 6, 7, 11, 15, 24, 32, and 36 based on practitioner and interagency feedback.
