Foreword
This is a Summary of Changes (additions) for the new Informational Guidance companion to the 2007 Edition of the AFMC FAR Supplement (AFMCFARS). This was developed in conjunction with the LEAN CONTRACTING 21 – AFMCFARS TRANSFORMATION Initiative (Phase I) to lean contracting processes, eliminate waste and non-value added policies/processes, and develop Enterprise Standardization for increased efficiency and alignment with General Carlson’s “One Materiel Enterprise” vision. This Informational Guidance is to be used in conjunction with the 2007 Edition of the AFMCFARS.
The 2007 AFMCFARS and Informational Guidance have been released for publication and are posted on the Hill AFB FAR Site for reference purposes until the mandatory effective date of 1 Nov 2007. Deferred effectivity is due to known workload impacts and the need to conduct initial field training throughout October. On 1 Nov 2007, the 2006 edition of the AFMCFARS, as posted on the Hill FAR Site, will be replaced by the 2007 edition and will be mandatory for all actions, including solicitiations, new contracts, BPAs, BOAs and any modifications and delivery/task orders.

IG5313.106-2(a) Evaluation of Quotations or Offerors • Add (4)(90)-- SF 1409, Abstract of Offerors, should be marked to include: (i) Accepted price– circled in Red. If qty accepted is different from the solicitation, show accepted qty in Red (ii) If low offeror rejected and one at high price accepted, mark award as in (i) above and mark (circle) rejected offer in blue ink (iii) Include award information at bottom of the listing of offers and prices (1) PR number (2) List of items awarded (3) Total amount of award (4) Statement that price(s) are considered fair and reasonable based on competition |
AFMCFARS 5314 – Sealed Bidding IG5314.4 Opening of Bids and Award of Contract • Add – IG5314.403(a)(i)-(iii)(90) – The Bid Opening Officer will: (i) Annotate special circumstances on the Abstract (i.e., no bids received, alternate bids received, bids received w/quoted prices not firm, etc) (ii) Forward two copies of abstract to appropriate buying division along with the opened bids. Two copies will be retained until buyer verifies bids. (iii) Forward all late, unacceptable bids to the appropriate buying division with a copy of AFMC Fm 219– Record of Late Bid/Proposal, Modification of Bid/Proposal, and Withdrawal of Bid. • Add – IG4314.403(b)(90) – Buying personnel will complete SF Fm 1409 / 1410 or Optional Form 1419 / 1419A: (i) The accepted price will be circled in Red. If quantity accepted is different from that in solicitation, the accepted quantity will be shown in Red alongside the circled price. (ii) If al low offer is rejected and one at a higher price is accepted, the award will be indicated as in (i) above and the rejected offer or part thereof will be cited in Blue and reason for the rejection documented as per FAR 14.408.7. (iii) Include the following award information at the bottom of the listing of offers and prices: (1) contract number, (2) list CLINS awarded; total amount of award, (4) statement that prices are considered fair and reasonable based on competition. Adds an example. IG5314.404-1 Cancellation of Invitations after Opening • Add – In the event the IFB is to be cancelled after opening and all offers will be rejected, an abstract should be completed indicating “all bids have been rejected” and an indication that purchase will not be made. If the IFB is only partially cancelled, the abstract should be annotated as to items cancelled. |
