    SUBJECT: Claus Deviation--General Services Administration (GSA)
    Utilization Screening for Department of Defense (DOD) Property; Scrap


    Effective immediately, all DoD contracting activities shall deviate from the requirements identified in Table 45-1 at Federal Acquisition Regulation (FAR) 45.608-1(b) and from the requirements of 45.608-4 regarding limited screening of scrap items.

    In January 1997, GSA amended Title 41, Chapter 101, of the Code of Federal Regulations, by adding Appendix H-29, that, in part, exempts scrap, except aircraft in scrap condition, from the GSA utilization screening processing. GSA extended this exemption until July 31, 2000. Therefore, DoD contracting activities shall not
    implement the limited screening requirements identified in Table 45-1 and FAR 45.608-4 for scrap items, except aircraft in scrap condition.

    This class deviation is effective until July 31, 2000, or until the PAR is revised, whichever event occurs first.
