Restoring Common Sense to Federal Procurement
In accordance with Executive Order (E.O.) 14275, Restoring Common Sense to Federal Procurement and OMB Memorandum M-25-26, agencies must minimize policies that are not based in statute or executive order, essential to sound procurement, or aligned with the FAR Council’s Revolutionary FAR Overhaul (RFO) model deviation language.
GSA is launching the GSAR Overhaul to implement the E.O. and OMB memo by streamlining the GSA Acquisition Regulation (GSAR). Similar to the FAR Overhaul, GSA will release deviations to our agency supplement throughout FY 2026.
The GSAR is the regulatory part (i.e., shaded text) of the GSA Acquisition Manual (GSAM) System, containing acquisition policies and procedures that have a direct impact on contractors or offerors. Access the updated GSAR through GSA Memorandum RGO-2026-01 below.
The overhaul effort provides updates to internal agency acquisition policy as well. The non-regulatory part (i.e., unshaded text) of GSA’s acquisition policies is separated from the GSAR and moved to the new GSA Acquisition Handbook.
