AFMCFAR SUPPLEMENT (2007 Edition)

The following changes are a result of AFMCFARS Case 10-03 which addresses the establishment of several new Program Executive Officers (PEOs), the conversion from Wing/Group/Squadron to Directorate/Division/Branch and the rescission of SCCO authorizations from AFNWC/PK and AFGLSC/PK to Air Logistics Center (ALC) PKs. The rescissions of SCCO authorization are pursuant to a 21 Jun 2010 AFNWC/PK memo “Rescission of Delegation/Designation of SCCO authority for 526^th ICBMSG,” and a 23 Jun 2010 AFGLSC/PK memo “Rescission of Delegation/Designation of Authority for AFGLSC dated 30 Apr 2008.”

References to Wings/Groups/Squadrons were revised to Directorates/Divisions/Branches in the following AFMCFARS parts:

5301.601-90(b) – Added reference to Directorates and deleted reference to Groups.

5301.9001(f)(1)(i), (ii) and (iii) and (f)(2)(i), (90) and (91) – Deleted references to Wings/Groups/Squadrons and added references to Directorates/Divisions/Branches. Revised Wing and/or Group PK equivalent to “One or Two levels below SCCO” pursuant to SAF/AQC Policy Memo 10-C-11, “AFFARS Changes due to Air Force Acquisition Organization Realignment of AFMC and SMC,” dated 29 Jun 2010.

5301.9001(d)(3) – Deleted references to 554 ELSG and 754 ELSG.

Request for Business/Contract Clearance Template – Deleted references to Wings, Groups, and Squadrons. References to Air Base Wing (ABW) contracting units were deleted in the following AFMCFARS parts:

5301.403 – Deleted ABW contracting unit reference

5301.601(a)(i)(A) and (ii)(B) – Deleted ABW contracting unit references

Appendices were established to set forth approval authorities, including any delegations, that are specific to the Product Centers, Air Logistics Centers & Specialized Centers, Test Centers, and Air Force Research Laboratory.

References to approval authorities, including any delegations, that are specific to types of Centers (e.g., Product, Air Logistic/Specialized, Test or AFRL) were deleted and references to the Appendices were added in the following AFMCFARS parts:

5301.9001(b)(1) and (2) and (f)(1) – Deleted the clearance review authority tables and the Wing/Group PK equivalent tables. Added reference to Appendices that now set forth those authorities/equivalents. Retained references to approval authorities for AFCEE.

5302.101 – Deleted reference to 311 ABG/PK in SCCO definition and added reference to Appendices.

5306.304(a)(3) – Deleted the delegations of J&A approval authority and added reference to Appendices.
