The DFARS has been updated to incorporate new DD Form 350 reporting requirements and technical amendments. These changes are effective on October 1, 2002, and are summarized below:
Reporting Requirements Update (DFARS Case 2002-D010)
This final rule provides DD Form 350 reporting requirements for Fiscal Year 2003 contracting actions. The new reporting requirements include changes related to indefinite-delivery contracts, performance-based service contracts, the SBA/OFPP pilot program for acquisition of services from small business concerns, purchases made using the Governmentwide purchase card, and purchases made by a DoD agency on behalf of another DoD or non-DoD agency.

ACTION: Final rule.
SUMMARY: DoD is making technical amendments to the Defense Federal Acquisition Regulation Supplement to update activity names and addresses and references to DoD publications.

207.103 Agency-head responsibilities.

(h) For procurement of conventional ammunition, as defined in DoDD 5160.65, Single Manager for Conventional Ammunition (SCM[MC]A)--
(i) The department or agency--
(A) Must submit the acquisition plan to the (SCM[MC]A) at the following address:

(B) Also must submit an acquisition plan to the (SCM[MC]A) for a new procurement covered by a previously approved acquisition plan, if the (SCM[MC]A) did not review the previously approved acquisition plan; and
(C) Must not proceed with the procurement until the (SCM[MC]A) provides written concurrence with the acquisition plan.
(ii) The (SCM[MC]A)--

(B) Will notify the department or agency of concurrence or non-concurrence. In the case of a non-concurrence, the (SCM[MC]A), with assistance from the Army Office of the Executive Director for Conventional Ammunition, will attempt to resolve the matter with the department or agency. If no agreement is reached, the Assistant Secretary of the Army (Acquisition, Logistics and Technology) will make the final decision on the appropriate acquisition approach.
